PPWR Q&A Summary (USDA/USG Responses)

Following up on member questions submitted earlier this summer, Wine Institute met with USDA's Foreign Agricultural Service to get clarity on several PPWR compliance issues, including who is responsible for the Declaration of Conformity, how the heavy-metal testing exemption applies to glass with recycled content, and whether wineries face new labeling obligations before August 12. The USG confirmed the importer — not the winery — is responsible for producing the Declaration of Conformity, and that Member States are expected to apply lenient enforcement in the weeks following the August 12 effective date.
