Wine Institute Comments on Proposed Bottle Bill Regulations in California

On Aug. 15, 2025, CalRecycle issued regulations that began a formal rulemaking process to implement changes stemming from the passage of SB 1013 in 2022, a bill that brought wine and spirits into the Bottle Bill. The regulations address CRV labeling flexibility, bag-in-box redemption and the use of QR codes. Wine Institute submitted comments and recommended changes by the Sept. 30 deadline, primarily focusing on the unwieldy requirements related to the use of QR codes. Wine Institute also provided oral testimony in support of our comments at CalRecycle’s Sept. 30 hearing on the matter.
