MD EPR Producer Reports Due by May 31, 2026
Circular Action Alliance (CAA), the PRO selected for Maryland, must register with the Maryland Department of the Environment (MDE) by July 1, 2026 and provide information about obligated producers. Simplified reports from producers are due to CAA by May 31, 2026. As of April 30, the CAA producer registration link EPR for Paper and Packaging Resources — Circular Action Alliance does not allow for Maryland producers to register. Note that Maryland producers will be limited to what CAA describes as “simplified reporting” covering pre-program quantities of packaging introduced into the state in calendar year 2025 using broader material categories than what is required for full reporting. See the CAA document “Covered Material and Producer Definitions” released in March 2026 here. Full producer reporting will not occur until the Program Plan is approved. The PRO plan is due to MDE by July 1, 2028 and annual producer reporting to the PRO begins July 1, 2029. In the 2026 General Assembly, failed bottle deposit bills (HB 331 (Terrasa)/SB 342 (Brooks) would have exempted beverage containers from the 2025 EPR law. In a signal to expect future passage of a bottle bill, the state budget directs MDE to report back by to the General Assembly by 12/1/26 on the agency cost and logistics of implementing a deposit law and “describe how MD’s EPR program should be implemented so as to not preclude adoption” of it.
