Iowa Moves to New Alcohol Licensing and Reporting System

The Iowa Department of Revenue (DOR) is moving to a new alcohol licensing and reporting system, GovConnectIowa, on Nov. 3, 2025. Around that date, Wine Institute members who hold a direct wine shipping permit and/or a Vintner’s Certificate of Compliance will receive an email from DOR that contains instructions on how to create a GovConnectIowa account along with a separate welcome letter that includes a letter ID. Once your account is set up, you will need to enter the letter ID to gain access to your license.

In addition, beginning Nov. 3, Vintner’s Certificate of Compliance holders will no longer be required to submit monthly shipment reports to DOR. This change does not impact the reporting requirements for wineries that hold a direct wine shipping permit. More details may be found here.
