CalRecycle Issues New Proposed SB 54 Regulations

On July 2, 2025, CalRecycle posted a new version of its proposed regulations to implement the SB 54 extended producer responsibility (EPR) program. The new draft of the regulations continue to exempt CRV product packaging, such as bottles and wine-in-box cartons, but not their secondary and tertiary packaging such as cardboard and plastic film to prevent breakage. The prior version of the proposed regulations (posted in May 2025) would have excluded such packaging from the program. Wine Institute has reached out to CalRecycle regarding the new language and its cost impact to wineries. The formal rulemaking process is expected to begin in a few weeks
