CAA Releases 2027 Oregon Producer Fees Schedule

Circular Action Alliance (CAA) has released its 2027 Oregon Producer Fees Schedule for the state’s EPR program.  In this document, CAA outlines a number of changes in the 2027 fees that include:

  • “returning approximately $80 million in program reserves to producers through reduced fee rates along with $3 million in previously collected Solid Waste Integrated Management (SIM) fees”.  The reduced rates are reflected in the fee schedule.  Most material categories will have reduced fees in the coming year;
  • Glass bottles: No base fee in 2027, reflecting changes to glass collection under DEQ’s recently adopted temporary rules that are expected to be made permanent early next year combined with the drawdown of program reserves;
  • Rigid PET (#1) bottles:  Fees will decrease to $0.19/lb for clear bottles (down from this year’s $0.25/lb) and $0.53/lb for pigmented/color bottles (down from $0.67/lb in 2026);
  • Plastic laminates and other flexible plastic packaging: Fees will drop to $0.56/lb, down from this year’s base fee of $1.02/lb;
  • Producer annual fees will be be divided into two payments with the first invoice issued in January covering 50% of the amount owed followed by a second one in July for the remainder.
