Oregon’s Bottle Bill

Summary
Changes have been made to Oregon’s Bottle Bill Program due to OR Senate Bill 1520 (2022) that impact wine containers sold for consumption in Oregon. Beginning July 1, 2025, wine in a can will be eligible for redemption; dealers and distributors will be required to pay the refund value regardless of the refund value indication.

Beverages Included in the Bottle Bill
Is wine included in the bottle bill?
- Wine .05% ABV to 21% ABV in a can is included. Wine in a container other than can is not included.
Are wine (coolers) products or wine-based ready-to-drink beverages included in the bottle bill?
- Effective July 1, 2025, canned wine products are included in the bottle bill.
Wine in a Can includes:
- Sizes 4 ounces up to 1.5 liters
- Table/Still Wine
- Cider more than 8.5% ABV
- Sake, Mead, Sparkling and Fortified Wine
- .05% ABV to 21% ABV

(1)Any individual, separate, sealed glass, metal or plastic bottle or can, except for a carton, foil pouch, drink box or metal container that requires a tool to be opened, that contains any one of the following beverages, intended for human consumption and in a quantity less than or equal to three liters:
(a)Water or flavored water;
(b)Beer or another malt beverage;
(c)Mineral water, soda water or a similar carbonated soft drink;
(d)Kombucha; or
(e)Hard seltzer.
(2)Wine in a can.
(3)Any beverage other than those specified in subsections (1) and (2) of this section that is intended for human consumption and is in a quantity more than or equal to four fluid ounces and less than or equal to one and one-half liters, except distilled liquor, wine in a container other than a can, dairy or plant-based milks, infant formula and any other exemptions set forth in rule by the Oregon Liquor and Cannabis Commission.

Are wine containers included in the bottle bill?
- Wine in a can is included. Wine in a container other than a can is not included.
Are wine product containers included in the bottle bill?
- Wine products packaged in cans are included
What is a “Can”?
- A can is a cylindrical metal container and does not include glass or plastic, and includes sizes 4 ounces up to 1.5 liters.

Is there a DTC Exemption?
Are products shipped directly to consumers exempt from the bottle bill program?
- No
Wineries that self-distribute redeemable beverages to retailers in Oregon or ship redeemable beverages they manufacture sell directly to Oregon consumers must comply with registration and reporting requirements.

CRV Labeling Requirements:
- Effective October 1, 2026, canned wine in any volume must have Oregon redemption value labeling (“OR 10¢” or “Oregon 10¢”). However, cans of wine may have Oregon redemption value added any time after July 1, 2025.
