Summary

Consumers are charged a 5¢ refundable deposit, plus a non-refundable container fee on each labeled beverage container. Consumers are refunded their 5¢ deposit when they return the labeled container to a redemption center and the container fee is used by the program to pay recyclers to process and recycle deposit beverage containers.

Unlabeled deposit beverage containers may not be sold. All deposit beverage distributors operating within the State shall register with the Department of Health using this form and shall notify the department of any changes in address or other information previously submitted.

Beverages Included in the Bottle Bill

Is wine included in the bottle bill?

  • No

Are wine (coolers) products or wine-based ready-to-drink beverages included in the bottle bill?

  • Yes – mixed wine less than 7% ABV

Definitions:

  • “Deposit beverage” means beer, ale, or other drink produced by fermenting malt, mixed spirits, mixed wine, tea and coffee drinks regardless of dairy-derived product content, soda, or noncarbonated water, and all nonalcoholic drinks in liquid form and intended for internal human consumption that is contained in a deposit beverage container.
  • “Mixed Wine” means a deposit beverage containing wine and more than fifteen per cent added natural or artificial blending material, such as fruit juices, flavors, flavorings, or adjuncts, water (plain, carbonated, or sparkling), colorings, or preservatives, and which contains less than 7% ABV.
  • “Mixed Spirits” means distilled spirits and added natural or artificial blending material such as fruit juices, flavors, flavorings, and colorings, or preservatives, and which contains less than 15% ABV.

Beverage Containers Included in the Bottle Bill

Are wine containers included in the bottle bill?

  • No

Are wine product containers included in the bottle bill?

  • Yes – mixed wine containing less than 7% ABV

Definition:

  •  “Deposit beverage container” means the individual, separate, sealed glass, polyethylene terephthalate, high density polyethylene, or metal container less than or equal to sixty-eight fluid ounces, used for containing, at the time of sale to the consumer, a deposit beverage intended for use or consumption in this State.

Is there a DTC Exemption?

  • Not Applicable as wine containers are excluded from the bottle program.

CRV Labeling

CRV labeling requirements for mixed wine beverage containing less than 7% ABV:

  • Containers need to clearly indicate the word “Hawaii” or the letters “HI” along with the deposit value of 5 cents. The size of the lettering must be a minimum of 1/8 of an inch.

§11-282-21 Deposit beverage container requirements.
(a) Every deposit beverage container sold or offered for sale in the State shall have the Hawaii
refund value clearly indicated in accordance with section 342G-112, HRS. Additionally all
deposit beverage containers shall have:
1. The refund value affixed on the top or side of the container in letters at least 1/8 inch in
size; and
2. The refund value clearly, prominently, and indelibly marked on it by painting, printing,
scratch embossing, raised letter embossing, or by securely affixed stickers
