Gov. Newsom Signs Bottle Bill

Gov. Newsom signed SB 1013 (Atkins) — the California Beverage Container Recycling and Litter Reduction Act (better known as the Bottle Bill) — of which Wine Institute was a key supporter. The new law will add wine and spirits containers into California’s Bottle Bill program beginning Jan. 1, 2024, and require that those products be labeled with California Redemption Value indicia beginning July 1, 2025.Wine Institute successfully negotiated several amendments to ease the industry’s entry into the program. Among the amendments were special provisions for new container types entering the program (i.e., pouches, bag-in-box) and an exemption for containers used in tasting rooms. The bill also contains numerous provisions meant to both encourage the opening of additional redemption centers and the efficient recycling of glass beverage containers.
