CalRecycle Issues Second 15-day Notice for SB 54 EPR Regulations

On Monday, Dec. 2, 2024, CalRecycle issued a third revision of its SB 54 EPR (Extended Producer Responsibility) Regulations and began a new 15-day public comment period. SB 54 is intended to address product packaging waste, including such packaging as cardboard and plastic film (containers covered under the Bottle Bill are exempt). Wine Institute provided comments on earlier versions of the SB 54 regulations by highlighting the substantial costs to California wineries and asking for clarification of the definition of “producer” to determine how wineries’ role will be accounted for (consumer vs. producer) related to packaging materials used for wine products. We are currently reviewing the new revisions and will provide comments by the Dec. 17, 2024, deadline.
